轉型為主促發展，福建南安全力打造國際石材之都

　　1. 指導思想;堅持穩中求進工作總基調，堅持新發展理念，堅持推進高質量發展，積極推進南安http://www.shicai.com.cn/石材http://www.stonebuy.com/行業轉型升級，石材http://www.stonebuy.com/產業集群創新轉型，全力打造具有世界影響力的石材http://www.stonebuy.com/之都。

　　2.主要任務

　　一是：優化合理布局，加快推進零散石材http://www.stonebuy.com/產業合并，積極推進新建石材http://www.stonebuy.com/產業工業項目應進入加工集中區，對非集中區以外的企業http://www.stonebuy.com/enterprise/將不再給予政策支持。

　　二是：提高產業集中度。加快推動石材http://www.stonebuy.com/企業http://www.stonebuy.com/enterprise/規模化發展，加快形成一批產值規模大，有實力，具有自主知識產權的石材http://www.stonebuy.com/企業http://www.stonebuy.com/enterprise/。重點支持園區企業http://www.stonebuy.com/enterprise/提升石材http://www.stonebuy.com/加工裝備數控化、智能化水平， 通過工業互聯與產業互聯的建設，提高行業節點交易效率，實現石材http://www.stonebuy.com/業聯網化，促進產業提質增效創新轉型。

　　3.保障措施

　　一是：鼓勵石材http://www.stonebuy.com/循環經濟企業http://www.stonebuy.com/enterprise/加大投入。設立石粉碎石綜合利用專項資金400萬元，給予石粉為主要原料的企業http://www.stonebuy.com/enterprise/資金支持。

　　二是：鼓勵使用石材http://www.stonebuy.com/循環經濟產品http://www.stonebuy.com/sample/。政府部門要優先把石材http://www.stonebuy.com/循環經濟產品http://www.stonebuy.com/sample/列入財政性投資項目優先采購目錄，按一定比例進行采購，鼓勵房地產，


　　三是：引導企業http://www.stonebuy.com/enterprise/技術改造。對石材http://www.stonebuy.com/企業http://www.stonebuy.com/enterprise/購買生產性設備且符合國家產業政策和準入條件的，給予一次性經濟補助。

　　四是：支持創新平臺建設，支持石材http://www.stonebuy.com/企業http://www.stonebuy.com/enterprise/圍繞區域產業重點開展新技術、新產品http://www.stonebuy.com/sample/以及新模式的示范推廣，對新建的用于提供行業公共服務的平臺，按照平臺實際投資額的30%補助，單個項目補助最高不超過50萬元。

　　五是：強化人才保障，根據石材http://www.stonebuy.com/產業需求， 定制石材http://www.stonebuy.com/學院和石材http://www.stonebuy.com/實訓基地，對學院給予優先扶持。探索和創新石材http://www.stonebuy.com/行業協會評價人才的有效方式，建立多層次多類型的石材http://www.stonebuy.com/產業人才培養體系。
