石材行業淘汰落后產能指導意見

　　一、石材http://www.stonebuy.com/行業淘汰落后產能的必要性及現狀

　　近年來，石材http://www.stonebuy.com/行業在實現快速發展的同時，行業存在的一些問題逐步顯現出來了：一些石材http://www.stonebuy.com/企業http://www.stonebuy.com/enterprise/在利益的驅動下，缺乏社會責任感，片面追求企業http://www.stonebuy.com/enterprise/的經濟效益；部分地區的政府主管部門疏于監管，在礦山開采和石材http://www.stonebuy.com/加工過程中出現資源浪費、廢渣污水得不到有效處理和回收利用，給環境造成破壞，擾民現象頻出，已成為影響行業發展的桎梏。因此，加快淘汰落后產能，是轉變經濟發展方式、調整經濟結構、提高經濟增長質量和效益的重大舉措，是石材http://www.stonebuy.com/行業實現由大變強的必然要求。當前，石材http://www.stonebuy.com/行業普遍存在以下問題：

　　1.在石材http://www.stonebuy.com/礦山開采方面，一些礦山企業http://www.stonebuy.com/enterprise/仍存在無證開采、無序開采、破壞資源和周邊環境等現象；

　　2.在石材http://www.stonebuy.com/加工環節，少數石材http://www.stonebuy.com/加工企業http://www.stonebuy.com/enterprise/技術裝備和工藝水平落后，存在著加工粉塵排放超標、廢水未經處理無序排放、石粉廢渣隨意丟棄等現象，對環境造成嚴重破壞。影響了職工的人身健康和周邊環境，給社會的和諧穩定造成了嚴重的負面影響，制約了石材http://www.stonebuy.com/行業的持續健康發展；

　　3.安全生產方面由于缺乏足夠的重視和制度方面的缺失，不少企業http://www.stonebuy.com/enterprise/存在著嚴重的安全事故隱患。

　　二、淘汰落后產能的標準

　　1.石材http://www.stonebuy.com/加工廠未采用清潔生產技術,生產車間內顆粒物濃度＞10mg/m3，生產廢水回用率＜95%，顆粒物、廢棄料綜合處置和利用率＜95%，不符合CSBZ 001-2013《石材http://www.stonebuy.com/行業清潔生產技術規范》環保要求。

　　2.礦山開采采用垌室爆破，裝飾石材http://www.stonebuy.com/露天礦山礦石綜合回收率≦50%。不符合JC/T 1081-2008《裝飾石材http://www.stonebuy.com/露天礦山技術規范》要求。

　　3.安全生產不符合JC/T 2203-2013《石材http://www.stonebuy.com/加工生產安全要求》安全標準的要求。

　　4.產品http://www.stonebuy.com/sample/質量不穩定，達不到國家標準要求（天然大理石建筑板材 GBT19766-2005、天然花崗石建筑板材 GBT18601-2009）。

　　5.淘汰落后技術標準：

　　結合《產業結構調整指導目錄（2011年本）》涉及到的石材http://www.stonebuy.com/部分目錄，根據石材http://www.stonebuy.com/工藝技術和裝備發展情況，提出《石材http://www.stonebuy.com/產業結構調整指導目錄》（見附件）。

　　三、“十三五”可淘汰的產能

　　按上述標準，預測“十三五”期間淘汰產能，石材http://www.stonebuy.com/產量5000萬平方米。

　　四、淘汰落后的保障措施

　　黨的十八大提出了要建設美麗中國http://www.stonebuy.com的宏偉目標，給石材http://www.stonebuy.com/行業提出了更高的發展要求。為了實現這一目標，中國http://www.stonebuy.com石材http://www.stonebuy.com/協會針對當前石材http://www.stonebuy.com/行業中存在的問題，組織起草了一系列行業和協會標準：

　　《石材http://www.stonebuy.com/行業清潔生產技術規范》（CSBZ 001-2013）

　　《石材http://www.stonebuy.com/加工生產安全要求》（JC/T2203-2013）

　　《石材http://www.stonebuy.com/產業園區建設標準》（CSBZ002-2016）

　　《天然石材http://www.stonebuy.com/礦山生產管理規范》（CSBZ003-2016）

　　協會將結合有關標準的實施，推動石材http://www.stonebuy.com/行業進一步淘汰落后產能。為了推動石材http://www.stonebuy.com/行業的持續健康發展，協會將推進石材http://www.stonebuy.com/行業實現綠色、生態、環保、節約資源、綜合利用和發展循環經濟列入了《石材http://www.stonebuy.com/行業“十三五”發展規劃綱要》中。并積極協調有關地區政府、協會和企業http://www.stonebuy.com/enterprise/重點做好以下工作：

　　1.指導石材http://www.stonebuy.com/資源產地的政府及礦管部門要積極貫徹實施《裝飾石材http://www.stonebuy.com/露天礦山技術規范》和《天然石材http://www.stonebuy.com/礦山生產管理規范》等行業和協會標準，在此基礎上要加強對現有石材http://www.stonebuy.com/礦山的監督與管理，徹底杜絕在礦山企業http://www.stonebuy.com/enterprise/中采用硐室爆破等爆破方法和使用烈性炸藥開采，保證生產安全，保護生態環境，合理利用資源，依據《裝飾石材http://www.stonebuy.com/礦山達標考評試行辦法》廣泛開展礦山達標活動，推進礦山企業http://www.stonebuy.com/enterprise/的規范化發展。

　　2.各地政府主管部門應從環保整治入手，引導石材http://www.stonebuy.com/企業http://www.stonebuy.com/enterprise/入產業園區發展。督促石材http://www.stonebuy.com/行業企業http://www.stonebuy.com/enterprise/貫徹《石材http://www.stonebuy.com/產業園區建設標準》和《石材http://www.stonebuy.com/行業清潔生產技術規范》，加大環保整治力度，搞好清潔生產。石材http://www.stonebuy.com/加工過程中產生的廢水必須堅持零排放的標準，開展循環利用；通過加裝環保設備和采取防護措施使噪音和粉塵排放達到國家規定的要求；廢渣及碎板必須加以回收集中處理和利用。從而實現綠色環保和資源的綜合利用。

　　3.要做好現有石材http://www.stonebuy.com/加工企業http://www.stonebuy.com/enterprise/的轉型和升級改造，徹底淘汰耗能高、質量差、綜合利用效能低的落后設備和工藝，提升技術裝備水平。采取有效措施，提升企業http://www.stonebuy.com/enterprise/管理水平，提高產品http://www.stonebuy.com/sample/質量，增強石材http://www.stonebuy.com/加工企業http://www.stonebuy.com/enterprise/的核心競爭力。督促各地在貫徹實施《石材http://www.stonebuy.com/行業“十三五”發展規劃綱要》的基礎上，根據本地特點制定加工企業http://www.stonebuy.com/enterprise/準入條件，將清潔生產和實現綠色環保作為準入條件的主要內容，提高準入門檻。
