從下月起，美國、加拿大、墨西哥、哥倫比亞、哥斯達黎加這5個國家將對進口貨物木質包裝實施新的檢疫標準。對于不符合國際標準的木質包裝，進口國家或地區將在入境口岸采取除害處理、銷毀、拒絕入境等措施。這是記者昨日從泉州http://www.zongyi.com.cn/出入境檢驗檢疫局獲悉的。

      椐泉州http://www.zongyi.com.cn/出入境檢驗檢疫局的有關工作人員稱，根據國際植物保護公約（IPPC）發布的《國際貿易http://www.stonebuy.com/trade/中木質包裝材料管理準則》：用于國際貿易http://www.stonebuy.com/trade/的木質包裝必須在出口http://en.stonebuy.com/前實施有效的熏蒸處理或熱處理，并在處理合格的木質包裝上加施全球統一的標志。對于不符合國際標準的木質包裝，進口國家或地區將在入境口岸采取除害處理、銷毀、拒絕入境等措施。此前，歐盟、澳大利亞、新西蘭、巴西、韓國等國已根據上述國際標準制定了本國的木質包裝檢疫措施，并已陸續開始實施，替代原來的檢疫規定，加上此次美、加等5國，實施新國際標準的國家將達到40多個。

      了解，目前，泉州http://www.zongyi.com.cn/使用木質包裝的出境貨物主要是石材http://www.stonebuy.com/、石制品、機械http://www.stonebuy.com/machine/設備、建材和農產品http://www.stonebuy.com/sample/等。其中，石材http://www.stonebuy.com/行業是泉州http://www.zongyi.com.cn/的重要產業之一，以南安http://www.shicai.com.cn/、惠安、晉江、安溪為主要聚集地，現有石材http://www.stonebuy.com/出口http://en.stonebuy.com/企業http://www.stonebuy.com/enterprise/2000多家，石材http://www.stonebuy.com/年出口http://en.stonebuy.com/額10億美元以上，居全國各地之首，出口http://en.stonebuy.com/占全國的2/3。幾乎所有的出口http://en.stonebuy.com/石材http://www.stonebuy.com/都要使用木質包裝材料，主要銷往日本、韓國、美國、歐盟、東南亞等國家和臺灣地區。年需木質包裝木材20多萬立方米以上。這一新標準將對泉州http://www.zongyi.com.cn/外經貿出口http://en.stonebuy.com/產生較大影響。

      獲資質認定

      據了解，為應對此次美、加等５國實行新標準，近日，泉州http://www.zongyi.com.cn/檢驗檢疫局與外經部門聯手，召開了生產出口http://en.stonebuy.com/企業http://www.stonebuy.com/enterprise/座談會，制定切合轄區實際的具體檢疫監管措施。同時積極幫扶標志加施企業http://www.stonebuy.com/enterprise/建設，目前泉州http://www.zongyi.com.cn/已有7家企業http://www.stonebuy.com/enterprise/成為通過福建http://www.zongyi.com.cn/檢驗檢疫局考核合格的出境貨物木質包裝標志加施企業http://www.stonebuy.com/enterprise/，尚有5家正在籌建、報批過程中，基本上已完成了對標志加施企業http://www.stonebuy.com/enterprise/的規劃、布點工作，確保貨物的順利出口http://en.stonebuy.com/。

       這7家獲得國家批準的木質包裝除害處理標志加施企業http://www.stonebuy.com/enterprise/資格的單位，分別是防化研究所泉州http://www.zongyi.com.cn/分所、泉州http://www.zongyi.com.cn/聚源木業加工包裝有限公司、泉州http://www.zongyi.com.cn/萬興木業有限公司、泉州http://www.zongyi.com.cn/宏昌林業包裝有限公司、泉州http://www.zongyi.com.cn/遠東木制品有限公司、惠安科利達科技有限責任公司、泉州http://www.zongyi.com.cn/潔豪化工科技發展有限公司。

      泉州http://www.zongyi.com.cn/檢驗檢疫局提醒各相關出口http://en.stonebuy.com/企業http://www.stonebuy.com/enterprise/：要采購并使用符合國際標準的木質包裝。各出口http://en.stonebuy.com/企業http://www.stonebuy.com/enterprise/可以向取得資格的企業http://www.stonebuy.com/enterprise/購買木質包裝，購買時要索取“出境貨物木質包裝除害處理合格憑證”以備查驗或出證。

      加強管理

      勿因小失大

      為使泉州http://www.zongyi.com.cn/出口http://en.stonebuy.com/企業http://www.stonebuy.com/enterprise/避免遭受不必要的損失，泉州http://www.zongyi.com.cn/出入境檢驗檢疫局有關工作人員說，出口http://en.stonebuy.com/企業http://www.stonebuy.com/enterprise/對購買來的已加施處理標志的木質包裝要專人管理、專區存放、專物專用，木質包裝存放環境要清潔衛生，防止病蟲害的感染，確保出口http://en.stonebuy.com/貨物使用的木質包裝全部為符合進口國要求的包裝，切勿思想麻痹，因小失大。
